Basically, the discourse used in Eastern Partnership reveals that the promotion of common values and democratic transformation as a first priority. Ukraine is expected to gain some privileges out of maintaining bilateral relations as defined under the New Enhanced Agreement. However, Ukraine would remain outside of the enlargement policy.
